Oklahoma Ranks in Area Development’s Top 15 States to Do Business
Oklahoma has been named one of the nation’s best states for business, earning the No. 15 overall ranking in Area Development’s 2025 Top States for Doing Business.
The state also ranked No. 2 in Energy Costs and No. 9 in Energy Availability, reinforcing Oklahoma’s long-standing reputation as a leader in affordable, reliable energy.
The annual survey, based on feedback from site consultants across the country, highlights states that provide the best environments for business growth and investment. This year’s results show a shift in priorities — with speed to market, workforce alignment and energy infrastructure now defining the top performers.
Oklahoma’s energy advantages continue to play a central role in its competitiveness. The state produces nearly three times more energy than it consumes and ranks among the top states for wind-generated electricity and oil and gas production. These strengths make Oklahoma especially attractive to energy-intensive industries, including manufacturing operations and large-scale data centers.
